24/7 Wall St. reviewed each state and identified the poorest county based on data from the Census Bureau’s American Community Survey. 24 of the poorest counties were mostly rural. However, some states the poorest counties were predominantly urban. Limited job opportunities and poor education were apparent in many of these counties.
